HCC Activities - Heritage Conservation Committee

Heritage Conservation efforts are currently seen as negative actions, curtailing residents’ aspirations for growth.Words like Control, Regulations & even Conservation, evoke  the responses with ‘What not to do’ rather than ‘What to do’.All Bodies / Agencies / Organisations / Individuals associated with the above words are seen more as impediments in their aspirations, rather than facilitators. Unless we are able to alter this perception of the residents from their perspective, we are likely to remain ineffective.

 

Our cultural heritage can be conserved and enriched only if we include in our objectives::

  • The need to improve the quality of lives of the Residents of the Walled City Area.
  • Facilitate their aspirations for their own growth & development.
  • Initiate actions to improve hygiene through better infrastructure.
  • Suggest workable & innovative solutions for individual houses for provision of additional toilets, drainage pipes, rain water down takes, electrical connections, cable connections & other such essential needs of their lives.   

Intent to Guidelines:

  • To facilitate congruent growth within the Walled city area;
  • To determine and guide the direction of the change leading to an improvement in the quality of life in the area;
  • To  identify the core constituents of the Heritage Fabric of the Walled city area, and direct the growth ensuring its conservation;
  • To identify the core constituents of each of the Pols/Precincts,and ensure its conservations while facilitating growth;
  • To improve  the quality of infrastructure provisions; and
  • To increase the sense of pride of the residents.

Sieves for Approach:

  • Whether it is a ‘Source of Knowledge’ or a ‘Source of Continuity’?
  • Is its physical condition worthy of preservation  processes, or of conservation processes?
  • What  are the existing levels of ‘Structural integrity’, ‘Envelope integrity’, and the ‘Finishes integrity’?
  • Is the Pol, street, or  precinct, of which the building is a part, a ’Source of Knowledge’, or a ‘Source of Continuity’?
  • What constitutes the Heritage Fabric elements of the Pol, the street, or the precinct?
  • What are the challenges posed in terms of Restoration / Use / Additions / Alterations / Services upgradation?
  • What are the aspirational challenges for the users?  Do they become impediments to the congruence?
